They’re pretty much useless, all or almost all stats in the red.

I am not buying. Was curious to what it meant. Wouldnt the mods be no good if the stats were all in the red ??

Would still be probably better than T2 in one or two attributes, mostly CPU and powergrid I think or even rate of fire and damage modifiers in some cases
