ur the guy i was bidding on that amarr toon for. yep i overpaid slightly but hard to find a toon without wasted skills these days. unforuntley you might be waiting for awhile since with wasted skills in other things they will want u to pay for it. good luck bro

Your budget is great. Its just not enough people selling those types of toon right now. I got lucky thats why I overpaid. If I was you. I would look for a toon that has amar subcap thats under 50m. You can extract wasted skills then inject to what you need. try to keep below 50m sp when u inject u get 400k sp instead of 300k. If done right, you can end up with a toon costing u about 1b per 1m sp which is the market value. So in the future you can sell it and at least not loose money or make money if you find someone like me who wants it bad.
Try not to pay 1b per sp for a toon, so look for those who have indy skills also and amarr pvp that way its worth less than 1b isk per 1m sp.

I was going to do it with this guy. Yes he doesnt have amarr but do the maths so you can confirm but I think for 35b thats a good deal for the SP. You can remove about 9msp in extracting . if I am not wrong. You need about 14m sp to get him to a very decent amarr dread/super.
Again do the maths yourself. It should end up being about 980m sp per 1m sp when all is done. But thats becuase I add a mining alt that I could extract 4m sp from since extracting is cheaper than buying injectors.
The idea is look at the core skills. gunnery, amor and drones. if he has close and other wasted and u can get it for below 1b per 1msp then consider
