I am looking for a specialized Minmatar Dreadnought pilot. The character must meet the following core requirements:Core Requirements
Minmatar Dreadnought V: This is a must-have for the damage bonuses.
Tactical Weapon Reconfiguration V: Must be able to use T2 Siege
Modules .Jump Drive Calibration V: Maximum jump range is mandatory.
Capital Projectile Turret V: T2 guns are highly preferred (Spec IV+).
Support Skills: Solid T2 Armor/Shield tanking and Capital Navigation skills

He clicks every one of your boxes and then some, minus the 5/5 in Min dread. But comes with 5.8m unallocated SP so you could just train it for free and still have ~3m unallocated left over.
