This is not region restriction, this is account security restriction. You are not able to transfer the character since they dont know who the account belongs to. If its ok with you return the isk until you resolve this with CCP
yeah additionally to region restrictions I have this issue with transfer locked at all. I already used a part of the ISK unfortunately. Lets wait a bit till ccp unlock me a transfer and change me a region or transfer a character manually. Sounds good to you?
