Both skillbooks in the picture are up for sale. Factory Operation is the rarest of the two, only few exist. Refinery operation is pretty rare as well, but there are still a few of those around.

You can still inject the skillbook, but it’s got no use. They are however a very rare item in the game, with only a few in existence and that worth something to collectors
