Hi! I havent played Eve in years. I was hoping someone could price check this character and also explain why I can’t see all my skills on the skillboard?

For example, I have exhumers 5, but when I look on the skill board it is not shown there. I am not sure why, because it says on there I have tier 5, but the indicator does not show it. New system to me, maybe I am missing something obvious.
I have like 7 characters with nearly identical skills to this, I would love to sell them all on and consolidate into one character.
