Opening up flagships to other hull sizes would be really cool and would give a far greater diversity of options if done right.
I’m sure there are some hull types that would get a bit too strong and so allowing just one or two additional hulll types could mitigate some of that risk.
There is probably some room to “nerf” the Bhaal either via points or mods but it shouldn’t be too drastic.
