my knowledge of PI may be a bit rusted because it was done in an old “Omega” Account back then. but:
-the Impor/Export cost isnt as punishing as P3 and beyond (still quite expensive but you could shove it off to a degree)
-less volume to move offworld compared to P0 and P1 which means more avaliable space in the Custom Office and the ship
-the margin trade value is/was in some cases better than staying in P1 or moving to P3
-didnt need much setup to make a working supply chain for it
