Is it possible to get the outstanding hypernet offers?
If it’s currently not possible, is this API endpoint planned?

This is not currently possible. Your best bet would be to create a feature request on the esi-issues repo.
There is currently already one to allow for opening a window, but nothing related to offers at this moment.

Someone mentioned on twitterfleet slack, that HyperNet was not going to be included in ESI, apparently it is CSM minutes. Do feel free make a feature request, though.

They do not plan to do so at this time.
