What about Providence? I have no clue what the current state is, and you may be Red to them if you have joined some of the public fleet roams. However, it may fit your needs.

Yeah providence can be , but too much red in relation with other areas.

None of the posts mentioned Stain which surprises me.
Stain is NPC Null which happens to be exactly what the OP requested.
I know youāll probably get 50 posts after my one talking about why Stain is a bad choice, Do not listen to them. Living in Stain is one of the best choices you could make in Eve.
Have a look at Dotlan and gather info on quiet systems in Stain, Start yourself off in a dead end system and cloak up one of your 3 corp toons there in a ratting ship in a system with no Station, Donāt bother docking with this toon because you may get camped in. Also use a Mobile unit to change fittings for combat sites similar to those in sov you will come across a few.
Stain is largely active in the European time zone. Assume there is a permanent gate camp in UF-KKH for most of the day. When passing this system use a t1 frigate to scout and nothing more. It is important that you treat going through UF-KKH as a military exercise using extreme caution.
I have a few toons there, it would be great to have some blues there for ratting belts. If youāre interested we can rat one of the empty and quiet system and generate some officer spawns, a few years ago me and a buddy got one worth 6 billion in loot.
Iād Say get yourself down here and scout. Once youāre set-up here scan out a wormhole to high sec and bring your stuff. Let me know what you think. I will always be in Stain.

The last Stain venture I did failed. From my perspective it felt like people didnāt want to adapt to different play styles.
There were also a few folks who made it their only ambition to sully my name.
Iāve also taken a different perspective on the game, Iām going to be playing Eve forever so iām just going to take my time, be cool and find people who want to be part of a blue community in Stain.
I also intend to do an operation in Hi-sec for NPC broās it will mainly be about socialising, missioning and some low-risk PVP.
