I can see 29 days and 175 days old character flying Hulks and Orca, destroying paying characters gameplay and CCP do nothing about it.

It’s probably pay to get ahead.
If you have the RL $$$ to throw at the game you can jump ahead very quickly if I understand it correctly.
I hunt bots and kill them.
This is not evidence of botting, people paid money to CCP to get skillpoints.
SP to sit in Hulk with 2 miners + mining boost low: 2140010.
1 Mill from recruitment. 12*2 dailies at 10K (240K + 225K = 465K), a little bit of AIR 450K. You can almost do it in 12 days without even using the training queue on it … And then we also just had event SP on top.
SP for Orca ore boost only, is less than 800k.
Yes they will need a lot more backing skills and to up to T2, but this will let them start mine.
Apart from that, even if it was impossible to sit in the ships (no skill injectors, actual train time too short etc) this would be some sort of server hack to make the characters, not bots.
I really wish people would learn what a bot is before opening their mouth on the subject.
1: The accusation has nothing to do with bots.
2: The accusations aren’t even remotely close to hard to meet, even if meeting them were somehow related to bots.
EDIT And the reason it is so annoying, is constant trolling on subjects, makes it impossible ot have a serious talk on the subject, for people that actually knows something about it. And impossible for people actually curious to learn, to find any serious information on the subject.
bots aren’t allowed but ccp tend to look away and using the report bot function dosn’t do much

If you suspect botting, you can always report the character. It is really up to CCP to apprehend the bots. I have no idea what software they use to do this, or if they sit down manually and pick through the server logs. Either way, it will take time to get results.
You seem to list no evidence of botting. I suspect botting at the schools where I see piles of wrecks. These wrecks just outside the school stations, are usually one character launching out just to be killed by another who is racking up the PvP score. Normally I would say there is a person at work here, but the timing seems too smooth to be nothing more than automation.
While I suspect this person of botting, I don’t think I can honestly say, they are wrecking my gameplay. There might be mining bots out there, unless I chat with the miner, I no way of knowing. Again, if you suspect a bot, simply report them through the proper channels and not here on the forums. Coming in here and yelling John Rochard is a dirty botter, won’t give CCP a chance to flex their security or study me at all. The botter will slip into the shadows emerge elsewhere.

How does using injectors equal botting.
I’ve had all my reported bots blocked by CCP, so I wouldn’t exactly say it doesn’t do much.
You can always take the matters into your own hands with bots as well. They’re easy to kill. I’ve killed them where I’ve seen them if I’ve had the time.
Hi, in our system, we have followed “bot” fleet and they don’t react like any other players. If we follow those “bot” fleet they deploy miningdrones, fire up boost, even when they just entered into system, and that at the jumpgate. If they are followed to a mining belt, they fly to next belt. If we wait a couple of minutes and jump to belt where they are, they stop mining and fly to next belt.
We can follow those fleet in a hour or more, where they start from exampel belt V - 1 to VIII - 8 and then they start over from V - 1 to VIII - 8
After we saw that pattern, we could just wait at a belt we knew they would jump to and then they jumped right away without start mining.
That was going on for several weeks.
Becouse of that behavor, we are convinced that it’s bots.
You have to be really sure on your side. And also be prepared to have taken actions against your account if you report wrong - which makes reporting a bit risky in my opinion. Nothing that you described is impossible to replicate manually with mouse and keyboard.
Sadly I have different experience. We ganked two mining fleets over years that were clearly bots - they kept mining despite we were killing them one by one (since we could not thanks to the buffs to mining barges and their fit and system of choice compose a fleet to kill more than 1 at a time). In 1 hours we finally killed them all, except Orca. During that time, they kept mining and activating their strip miners on a new rock when the old disappeared. Clear botting. We all reported them, nothing happened. When we encountered third such botter this year I did not bother reporting it anymore… CCP clearly allows it or the reports are just useless and not taken into account…
The only one who was banned and I reported - thus I got an email about it happened was the Tornado ganker at Jita. And we know how that happened. 3 days later unbanned, his behavior slightly changed to not raise suspicion and that is it.
Well if its the same sort of “reasons” for botting as in this thread, CCP not acting on it, is a good thing.
But I do think its a really bad sign we can’t add reasons on the reports, if they actually looked at them, they would be wanting some hints where to start.
I had a run-in with a Venture fleet at one time. I don’t remember what made me think they were bots, but for some reason I thought that and went and killed a couple of them. When those killed characters later docked up and undocked and warped back out into the asteroid belt in their pods that’s when it was 100% certain they were bots. I don’t exactly know what CCP did, but they sent me an email some time later telling me action had been taken against characters I had reported. Maybe they were alpha accounts and thus CCP had no reason not to punish them.
Yep, I’ve seen plenty of miners try to mine in their capsule.
That’s why I started ganking.
Doing AIR kills. It will be rather exact. Explode, wait for session timer, dock, wait for session timer, reship, wait for session timer, undock, get locked, get shot, explode, wait for session timer, dock …
And yes the shooter is your alt or a friend, where you are doing the opposite for them after.
This is by no means a sign of a bot, as humans will just be sitting watching that 10 second wheel nonstop, eager to get through this extremely dull session. Can a bot be doing it, yes? But is there any signs its not human? No.

About 20 seconds to handle, and dismiss.
Humans can follow the same route, evading threats is not a proof its not human. If there is a “might take a look if bored list” then tag char name, else just dismiss.
This one would definitely investigate. Stayed when gankers get eaten by Discord sure, but no one leaving when gankers re enter system? Sure some could miss that, but everyone just ignoring it over and over, not so likely. But also need to test just how often they really were ganked.
Not realizing you lost your ship, sure it will happen for humans, especially tired or drunk. But definitely worth a look for frequency.
EDIT The point was, with comments on, 2 reports correctly handled in about 1 minute for both. GMs handling such reports, want this kind of speed.
This is also a case now that damage inflicted in PVP is a daily quest option as well as the AIR kills.
This reminds me that hunting bots was one of those things i wanted to get into years ago. What’s the state of bot hunting these days? Is it limited to hisec mining? Are there bot hunter corps?
