BP "Not at a Facility"

First time using my own Raitaru.

BPC is at facility, in item hangar, but inaccessible from industry window.

The Availability column in the Jobs pane shows “Not at a Facility” and so I cannot use the BPC.

However,

I can right-click the BPC in the Item Hangar and the BPC loads correctly, I can adjust runs etc…and Start the job.

What’s up?

Does the Raitaru have the correct service module installed and is that module online?

Yes.

I am able to start the job by right-clicking on the BPC in hangar but not by selecting it in the Industry window.
