Or the Fit Kitchen posts which have C3 fittings near the bottom of most posts, e.g. regarding the Stratios or the T3 Cruisers.
A Praxis is a pretty good C3 ratter and can be specified to whatever skills you have the most SP trained in. I recommend you fit a cap stable active tank and a t2 heavy weapon system. For less than 200 million isk, you should be able to clear c3 sites with this kind of ship. Just be careful. Wormhole ratters are easy prey for cloaked hunters.
