What if every once in a while there was a cease fire between empires in FW? It would probably be too inconsistent and annoying for players, but as a thought experiment its fun?
You would be able to do some trade and what not on your FW alt due to not being a war target some days? It would also be funny that all of a sudden the empires militias are neutrals to each other but at war with pirates still which will drive the empire militias to insurgency systems and they would actually work together. Just maybe every 6 insurgency or so?
It would fit the theme of Havoc due to shifting between peace and war between empires instead of being 100% war every day.
