It was added to game after DT on this Thursday. It’s new and actually might not made it to the loot tables yet. Nevertheless have your eyes open for them to drop any day 
Have you checked Home Front Abyssal Artifact Recovery? It’s not the same as Deepflow Rifts dropping Deepflow Adaptive Canisters that ceased to spawn on 12th Sep.
Maybe it has not been added to the game yet. This should be related to the new building.
