Saw a courier contract that had a package with a volume of 0.00m3. Is this possible or should the package at least have a volume of 0.01?

Well, I’ve never accepted or run any Courier Contracts but I have created a few over the years. Last I remember an actual item is needed to create the Courier Contract.
As for the contract showing 0.00m3 volume, that may be a bug or possibly due to the game rounding the numbers down.
Anyway, it definitely sounds strange, too bad you don’t have a screen shot to show us.
That’s fine, it’s just a very important envelope with secret letter inside.
