I’m a casual player whose been afraid to engage with other players in pvp in low and null sec when it comes to battles. I’m a bit of a care bear who doesn’t understand the complexities of battle going against other more veteran players. I’m also bit of a loner and don’t want to invest too much time with corps and would rather do things solo.
To help encourage myself and other players to be braver in losing my ships while I understand combat more and to venture forth with all that Eve has to offer, would it be possible to create a “Safe PVP Battle Zone” where we can go against other players and not lose our ships and all of our stuff? This would be strictly to “Learn” the mechanics of PVP in a safe way. For example, when I first started I thought a bigger ship means better but that doesn’t seem to be the case. It would be nice to have some place to practice against other human players. Obviously there would need to be some incentive for the Veteran players to participate against newbies, but not sure what that would be at this point.

That kind of goes against what Eve is about…but to offer you one solution to do something like what you’re talking about is to join a corp…or form one, with trusted members and duel each other for practice and experience. Again, you still stand to lose ships and assets, but will gain experience.
Safe…Eve is not. Not even in High Sec. Losing and learning is what Eve is all about. Don’t fear losing pixels. Embrace it.
Remember…skill points don’t make the player, skills do.

You can learn mechanics in a cheap way, with frigates and other affordable ships.
If you do not learn to lose your ships, this safe battleground is not going to prepare you for the real experience at all. Instead, it will make you stick only to these safe battlegrounds because you get your “PvP” rush, while you risk nothing. This would draw in way too many people (similar to how Abyssal trash PVE and Arenas draw in way too many people from open space PVE and PVP), which is exactly the opposite of what EVE needs.

One solution for you is to get ships and modules for free through the career agents. Create disposable alts just for that purpose and contract the stuff to your main.
Go to Lowsec ( the real PvP zone ) and learn how to hunt for a fight. If you go there blind all you’ll accomplish is to get blobbed or ganged upon by several ships. The trick is to learn to choose your fight, learn how to get info on your victims and be sure who you are attacking.
There are plenty of targets in Lowsec for a well-fitted Catalyst.
What you are asking is possible but CCP would never agree to it because Ship Destruction is how they make money.

I’m afraid this would be antithetical to the ethos of EVE. However, may I offer the following suggestion:
Open the Fitting window, select Community Fittings, and search for “Soldier of Fortune”. You will find PVP T1 frigate fittings for each of the empire factions, all of which are relatively cheap. Go to your nearest market hub and buy a few of these ships WITH THE EXPLICIT INTENT OF LOSING THEM.
Make sure you’re in a clean jump clone (no implants), and then take these ships to lowsec and try very hard to get them blown up. Pick a fight, maybe hunt a miner or two, whatever. Don’t worry about losing. Losing IS THE GOAL. Just shoot at some stuff and get over that mental hump.
If you’re worried about sec status loss, maybe do this on an alt (it doesn’t take long to train an alpha for those SoF fits).
After the above, if you want to get more PVP experience and maybe learn from some vets, there’s always faction warfare. Direct enlistment makes it easy to join and easy to leave when you want.
Eve already had this. It went by the name Abyssal Proving Grounds and came in multiple variants, where people had to duel each other in Frigates, Destroyers or Cruisers, then there was some 2vs2 , 3vs3 and later 5vs5 proving grounds.
For limited time, there also were battleship proving grounds an triglivian proving grounds.
When the current opportunities system was introduced, there were opportunities promoting players to enter proving grounds, and there also was a proving grounds limited scoreboard where the best brawlers would be awarded. However, the matchmaking system was quite unsophisticated, which allowed players to quickly figure out how to join a 1vs1 proving grounds where they could fight their alts and farm the rewards.
The 2vs2 and 3vs3 Proving Grounds had their own combat strategies that wouldn’t really be good strategies outside of a proving ground, just like ESS combat has.
I don’t know when the proving grounds were removed, but they had been removed, just be re-introduced before.
Safe pvp in proving grounds isn’t save as in “not losing a ship”. It is save as in “you don’t get 10 haw dreads and 50 redeemers dropped on you while you’re duellin in ibis”
The test server was perfect for this. It got kai-boshed though for some reason.
Don’t get me wrong there were some irritating twats who used it but for the most part it was great for getting a feel for things.
It got nixed because players were exploiting the intel they could gather from it, ie: which structures had juicy assets, etc.
