I would have distributed the total skill points across more skills, because the character currently has a lot of level 5 skills, but cannot fly all T3 cruisers for example. The price for characters is approximately 750 million per 1 million SP. This is when the character is focused on PVP/PVE/miner/etc. If skill extractors need to be purchased, it will obviously be less.

Other things also play a role, such as negative security standing, half-trained skills, negative faction standings, weird names., etc

I will open with 80 bil.

Regretfully I am going to have to retract my offer, I got confused between the two characters you are selling. This one I have no need for, and I doubt you would accept 110B for the ~218m character (but I will post my offer there just in case).

Yes I am sorry I got confused between the two threads and though he had offered 80B for the 220m sp. So I was atleast putting an offer out there at 500m : 1m sp
