If one buys a shity ~7m starter toon for 4-5b, then injects the next 8m sp with ~20 LSI’s, you’re getting the char for around 20b. Of course you need to factor in the price of skill books, but that’s a far cry from the 30b+ you’re quoting.
You are changing what you stated… Besides, you will hardly find the right 7m starter toon, with the right skills…
Sorry, that was my fault then. I meant new toon as in a new starter toon on the Bazaar. 
And, although it might not be easy to find one, it definitely isn’t crazy hard to find one either with the basic requisite skills, they pop up decently often.
