If it was that easy for CCP to detect, they would have done something about the rampant botting in nullsec over a decade ago…

Thats an assumption. No one really knows how hard they tried, no one really knows how much bots they caught, no one really knows how high on their priority list the whole issue is.
And to automatically find bots is a little bit more complex than just linking different chars together, just because they use a VM/VPN.

VMs/VPNs are okayish security measures when communicating with remote servers via a browser, when neither your PC nor the browser are under the websites total control. Because the amount of information the website can “see” is very limited and the content that is sent to the website can easily be falsified/manipulated in a way that the website can’t find many similarities.

Thats a comepletely different scenario than you using a client software on your PC that has almost full access to the system (see: some anti-cheat mechanisms kernel access drivers) AND is doing the communication with the server. It’s so much more powerful, we are talking about magnitutes more options for the server to detect your little VN/VPN shenanigans.

I am not going to hate on insurance.

Could it be improved? Maybe.

But it’s existence is not some obstacle that must be overcome.

If you do not like it, then you do not have to buy it. Your life, in the game and out, goes on.
If someone else wants to insure their ship or not, that should have zero effect on you. Your life, again, in the game and out, should go on.

If the devs can think of something that would increase its value as either an ISK sink or a security blanket (or both)? Fine.
If not? It’s not hurting anything. Whatever the actual number of players in the game that use it can continue to do so and the players that don’t can continue to ignore it.
