Try it. It’s not shield tank, it’s buffer tank. If I wanted shield tank, I would put another module than the DC.
I said already, don’t do the guristas blockade. Other than that you should kill everything worth killing before you reach 25% shield.

Be aware that this fit requires you to know how to do each mission.
Please take notes for each mission, on how to do it fast. For most missions I check eve-survival the first 5 times just to be sure. Then the next time I Write the undock-to-dock (U2D) time, and then I take the median of them, as well as the average reward, average bonus, average LP. Theoretically I should also write the loot but it’s more complex, so I just ignore it.
So : don’t expect to be good at first. Also as I wrote don’t do the guristas blockade - if you need to do it, don’t blitz it because the amount of rats that are spawned (40 or so?) will make you lose shield.
If you are not concerned much about maxing out efficiency / completion speed, then just pick ships that seem interesting to you and try them out.

Level 1 to 3 distribution missions is a fast way to raise standing to get to lvl4s’.
blitz 3s in suroken, do cn storylines nextdoor. I believe warpspeed proteus will be the best option but been a while since any serious lv3 discussion has happened.
