They are that. But there is a saying…
“Jack of all trades, masters of none.”
Those ships are definitely that.
Swappable slots would wreck all existing ship balance.
Also harms PvP when you have no inkling of how an opponents ship might be fit.
T3Cs are different, as their slots rely on subsystems with their own restrictions.
