It works exactly like apparel (I have my Gallente election background in my inventory after having had it on the past few months).
Is there just the one background?
They are selling the one in identity packs, there is also the one I have now, free from steam (you can trade it from your steam character to your main).
You’d think they could give us an EVE exclusive like they did Steam…
You can sell it, trade it, contract it. It’s not consumed by activation as a background. It will show up as a background in character creator when it’s in your item hangar.
CUSTOM BACKGROUNDS WHEN?
They need to fix portrait rescaling problem first, before entertaining any new ideas of monetization of character portrait backgrounds.

I mean the achievement score doesn’t give away anything private nor confidential as people can’t work out what achievements you did anyway, and if they wanted to know where you lived and what you did there are these things called locator agents that will give you a handy dandy location check on a character by name, you can choose not to equip any of the titles
I wonder what type of other interesting backgrounds they could offer… Maybe the inside of a pod (al la Matrix)… A few command decks from various Empire ships… …The view from orbit over popular planets… Inside certain major trade hubs… Inside manufacturing or refining facilities
And for Aiko, a holding cell. lol

A holding cell???
I thought you’d want to highlight your notoriety?
Excuse me, but MY background is a palatial estate, ensconced in Amarrian gold and the finest Khanidian silver, encrusted with emeralds and sapphires.
The gold emblem on the floor was a nice touch!
