I don’t think so, I talked to a few Corp mates who bought the packs, some had those Character Backgrounds sitting in station assets after redeeming, one actually used it and said they had various backgrounds to choose from while in Portrait mode of Character Customization, he then picked one and took his portrait with it..
I’m not exactly sure how they work, think after making your choice, the item is consumed and your choice is added to the Portrait Background scenes…

Is it like the clothing and you get it back when you make a new portrait without it, or does it actually get consumed and is permanently on your options list? The last set of backgrounds, from the Gallente election, implied the item is permanently consumed even if you don’t use it.
These background items were first added to the game during Gallente election. You can use them, and if you no longer have them as active background, they will drop to your hangar as any other item which can be sold, moved to a different station, etc.
They drop to your hangar when you switch background to something else.

I don’t know if these drop back into assets like Apparel items but I’ll definitely find out later…
Right now my understanding is that each one contains a choice of various backgrounds and once you have chosen one, I think that’s it…
Maybe that’s what ‘the item is consumed’ means…

Last I checked in-game it doesn’t show what the background looks like. Did you mean NES Store? I haven’t checked there yet but not all backgrounds will be sold in the NES. There should be an option to preview the background just like we have for SKINs and Apparel.
The one background is sold in the cash store, where they show the background. You can also see it on the item in game
I am all about character cosmetics, Fenris Creations, so feel free to go all out on those. To be honest, everything else held by my characters is strictly corporate property, meaning my only proud personal possessions are the clothes on my back—so character customization means a lot to me. I will also be interested in things to make portraits. I spend LOTS of my private time not doing numbers and literally playing dress-up like its barbie dolls. I have been checking NES for years just to see more. Men of material appreciate things like the Pic Snip below much more than all the fancy stuff we trade.
However, I have a major issue with the public achievement numbers currently plastered across all my characters and clones. We all know this tracker is just a glorified metric tool used for your own backend player-activity and data collection. Keep that data where it belongs—in your logs. Do not broadcast it on our public profiles for everyone else to see. Privacy and confidentiality should be treated as far more important than this. Don’t turn this into a World of Warcraft adventure; I already appreciate your design direction and think much more highly of you compared to the old CCP, so let’s keep it that way.

They need to give our Captain’s Quarters back, let use buy furniture and decorations, and then pose in our Quarters.

Can you use it and trade-it between characters - or is it a one-time use?
I used it- I didn’t try to trade it.
I would make SO much isk if I could pose in my Captain’s Quarters.
