Fitting window defaults to collapsed mode everytime you open it

Works fine for me. Did you perhaps shift drag another tab into it?
collapsables closed by default… 
why CCP… why… who in your team thought that making your users having to click several times in order to access information is a way of improving the user experience? who thought it was the best use of a dev time?
Sounds like a PEBCAK issue.
