As title says what would you say the max passive shield tank you can get for less then 2bill isk. Bonus if it can also do a fair amount of dps but not mandatory.

You could bling it a bit to push the numbers higher, but for a throwaway industrial cyno I don’t see the point. Could be a nice starting point for your search!

Is a passive shield tanked Myrmidon still a thing? Just a general question.

Depending on what you are looking for, the passively tanked Drake is still an effective Level 3 mission ship.
Heavy missiles and a good passive fit - you’ll find one one line easily enough.
Being a T1 Battlecruiser and only needing T2 fittings it’s not going to break the bank.
And you’ll be flying something that is embedded in the history and player mythos of Eve:
“Can I bring my Drake?”
That ‘depending on what you are looking for’ that Terak mentioned is the key. Are you just looking for some theoretical max # for comparisons? Then Gerard’s Sigil fit is fairly close I believe.
If you’re looking for “actual situation survival”, then you need more than just EHP/S. You need buffer, no resistance holes, etc. Are you just looking at the ship or figuring in the effect and cost of implants? And since you mentioned “dps is a bonus”, if you’re looking to actually use it for something, you need mobility, damage application etc.
The “less than 2B” limit makes me think you’re not looking at a disposable cyno or bait ship, and the DPS makes it look like it’s not purely a theoretical number.
Here’s a quick “all rounder” fit I put together once, to see what kind of numbers it could generate to withstand a certain event site that had a lot of neuting pressure and scrams, but could be whittled down with moderate DPS. Never put it together of course since it has other problems, but it might give you an idea of numbers range.

The Gecko damages the big targets and the RLMs hit anything small that gets in close.
At the time IIRC it was around a 1.5B ISK fit but would still be under 2B today. It was on an Alpha character with lowish skills. It was a bit less than 600 hp/s, over 160k EHP, 500 ish DPS, decent resists, shields were in the 60-70% range I believe.
(With higher skills you could crank a bit more out of it, of course.)
That character may also have had a couple Gnome shield implants, +HP and +recharge. Probably in the rank 4 or 5 range. If you added those in it adds another 100-200M ISK to the cost, probably still under 2B total.
Note: this is not a fit to be used in-game, it’s a massive gank target and has too many problems (mobility etc.). As said, it was just a test to see what kind of numbers could be generated for an event site.
Half just wondering what the possible max is. But also looking for pvp ships good against energy nuets and looking for bait ships.
