How do you acquire Halcyon Dawn skins?

They used to be login rewards, they removed that in favor of the daily missions we have now because people complained about getting free stuff.

Nope.
According to the ‘Personalization’ tab of my character sheet, there’s 247 Halcyon Dawn skins… I currently have 34 activated, mostly for Caldari and Minmatar hulls..
You might get super lucky and find some available in Public Contracts… Course you’ll have to list a specific ship since the ‘Contracts’ window will only show 200 listings at a time..
