Following the unprovoked aggression by Merk Ataru in the Pakkonen system, I hereby declare Pakkonen the first sovereign territory in New Eden of the Formula 1m³, measured flow rate of water; through infrastructure created on a planet by its inhabitants, this equals 24,000 PLEX and/or 1000 planetary single-currency units (Old Eden Euro/Isauni).

The Pakkonen system is the top choice for strategic reasons, as it is surrounded by High-Sec systems. This is analogous to “Neverland” on Old Eden, a ranch that was declared a stateless territory due to its location within the Republic of America. After the occupation of these zones, Neverland offered a place where the Formula could establish itself. This enabled the successive accession of further federal states. Since comparable special zones existed on all continents, every continent could enter into the new Age of Aquadis following the same principle.
The accession to the Pakkonen system takes place by utilizing the neighboring High-Sec structures, which benefits our defense, as CONCORD provides corresponding support units. This procedure is legally sealed by the diplomatic exchange notes. CONCORD has assured us that they will send help if we are attacked, provided we remain peaceful in High-Sec.
Rules of War: Effective immediately, Pakkonen is considered official territory of the Formula, and anyone who joins – in any way – has the right to operate there undisturbed by raids. All inquiries regarding the preservation of peace have received only positive responses, which brings me great joy and is reaffirmed here. Your support makes me stronger and, with that, all of us; thank you very much, you have a place in my heart.
Further Rules: To fight against the Formula, a duel request and/or a declaration of war is necessary. Should this occur, I expect that fighting will not take place in Pakkonen, but in a Null-Sec system of my choosing. As I take the liberty to look out for Wingmen & Ladies,
