HUD always on top would be nice.

If I understand you correctly, you can already do this.
On the bottom right hand side of the HUD, there are a bunch of lines, much like the lines on the upper left of your screen that you click on to get Settings. The lines are small, click them.
You’ll pull up a menu that lists a bunch of options, the HUD option is toward the bottom of the list.
It still gets hidden by windows, but if you open stuff like the map fullscreen, it’s visible over that.
