So today I learned that if you have one of the old Hyasyoda Research Labs you can reprocess it to gain a data chip which in turn can be opened (like a crate) to yield a BPC for a Standup Hyasyoda Research Lab.
To build it you also need the skill Outpost Construction and 10 Science Graduates. According to google the latter can be gained from distribution missions, but buying from the market is definitely the low effort solution.
