Looks like a Direct X problem, try re-installing it.

and clear your cache after an update also

looks like you still run windows 7
get a new operaton system (windows 10 or a linux or anything else)
did you modify files and/or folders in your EVE installation?

you know windows 7 is out of support and you dont gat any security update in future?
