Level 4 Mission Ships

Ship for L4 Security

I’m currently flying a tempest with arty fit 1400 scouts. I’m soloing L4s in lowsec and looking for another ship to use instead. I’m trained into gallente, minmatar, and amarr but don’t have access to tech II large guns yet. I have decent drone skills as well as laser and cannons. Not very many skills in blasters though. I would like to fly something that can either kite with speed or tank with armor. My armor skills are better than my shield skills. Any fits are greatly appreciated. Thank you.
