Is it possible to run 2 characters at the same time, without MCT on the same computers? I tried the add account button and it wanted to download again.
Yes, but you need separate accounts and both accounts must be Omega subscription.
MCT is a separate thing that allows you to train separate characters on the same account but does not allow you to log in multiple characters on separate accounts.

You cannot run 2 characters from the same account, at the same time, even with MCT.
Only one character, from one account, can be active at one time.

Scoots is correct. In order to run more than one character you need to have a second account. In addition to that, they both need to be Omega as well.
As for the downloading bit you mentioned, it’s possible that you just had an update that needed to be done first.
