I want to move Eve Online to a different HD. Can I delete game and reinstall under same account without problems? Need to free up space.

Launcher - Cog (upper R) - Tools/Cache - Move Game Files Directory.
That should do it.
Re-reading your post, made me think again. Once you’ve moved the game files, EVE will know where they are. I presume you don’t have to do anything further.
I did it a couple of years ago now, and it went smoothly.
