Because Eve Echoes really rocks, and while only a week old - we all sorely needed this.
Use their discord. It’s basically the forums.for them. Yes there are a few CCP devs on there.
Discord doesn’t form a very permanent or searchable lasting database. Also, not everyone is comfortable in a real-time setting, they may prefer to comment or post a question in a less hectic environment.
