I never purchase from citadels unless I’m in it, I never leave a clone in one, I never accept courier contracts to or from one, and I never leave assets in one. As other players get ■■■■■■ by the mechanics they too will stop using them.
This is all so simple: citadels are player owned structures. Any player to player interaction either requires trust or power - depending on the player interaction.
At no time citadels have been meant to be a replacement or mirror of an NPC station. They have always been meant as the alternative for POS and conquerable stations only. If you dont have standings or trust towards the owner - dont try to go there. Things have never been simpler than that.

I am not even a native speaker and you are telling me you have no idea how to use present perfect tense?
The quote has to be ‘At no time … have been’ - something started in the past and is either still ongoing or at least relevant until today.

The phrase you are looking for is “At no time in the past”, a pretty common phrase.
If you are going to play the pedant game, tuck your shirt in, son.
You or I have no idea what was intended by anything CCP do. Not in the past, not now and not what they say in future they intended. You saavy, amigo?
While i appreciate the correction of a particular phrase it doesnt change either the meaning or the context at all and you failed to see that. Anyone else takes the past tense used at a given in that ‘in the past and up to now’.
CCP has actually clearly stated what the citadels where meant to replace - just read back on every dev blog. But since you are here to educate in your native language and not to discuss the actual topic i guess you dont really care anyways.
The way he used it was correct too. That’s btw one of the most common uses of present perfect tense I have seen.
except as fellow already have mentioned - CCPs intent was clearly laid out in not one, not two, but multiple dev blogs, and communication from CCP.
