You have to earn it.
You can use the contract system to sell your products, or negotiate contracts with players directly, exchanging goods and money using the trade window, which is completely free. The market is a convenience feature, that forces you to pay a tax, if you decide to use it. All other taxes are player-driven.
So basically itās possible for you to derive benefit from CONCORD protection without paying anything at all. Sounds like quite a good deal to me. Why are you asking for even more, based on some imaginary taxes that on one actually pays?
Maybe you can have your magical bounty ISK faucet if you also ask CCP to implement an income tax system on all high-sec PvE earnings.

If you want to make isk with PvP, you have to earn it.
Antigankers need to get better at the game, or accept low rewards for low skill.
CCP isnāt going to give you free handouts to subsidize incompetence.
