When I last played, there was a refining hub in Perimeter, next door to Jita. It is my understanding that is no longer the case.
Are corps relying on private structures for this service?

That was a neutral War asset used to generate tons of isk for the factions fighting in nullsec some time ago.. Its since been destroyed.
When you enter a system you should be able to select player owned structures and NPC stationls and look up the info of those stations while in space.. its a quick way to hop systems looking for what you need in this regard. You also need to look at the tax index which usually goes up when a system is saturated with industry activity from players.,

Use the structure browser, filter for refinery service.

That will tell you if the facility has a refining module, but it will not disclose whether the refinery is T2 or not.
Read the name of the station. If it has T2 refining, the owner will advertise it to get people to stop there.
Not always, there are plenty of corps who would knock it down, either for loot or (in highsec) to drive out competition so their own refineries attract more customers and tax revenue. Absolute Order for example have been known to do the latter.
