?? you cannot colonize a planet, you can do PI, search for eve planetary interaction.

There is a 4 part video tutorial in-game. Open the help window, tutorial videos tab, resource harvesting.

Command Centers are purchased from NPCs and seeded throughout empire space.

You need to be an Omega clone to export PI from a planet.

I would also add that it is best to look at losec, WH and Null space for your PI. Train up to be able to handle yourself in these climates and make your money there.
