How would you fix that?
I don’t know if it is fixable. You would need to integrate tasks of different kinds which you have to do in almost perfect synchronization, which only multiple people can do without botting. In short you need to keep every fleet member busy most of the time with different tasks.
Perhaps a timed mission that forces people to go to several different systems and do content there, to then return and all be on time to hand it in. 5 different systems around the start system all several jumps away from each other and only limited time to complete which can’t easily/realistically be done by a single player controlling multiple accounts to the point where those (lazy) multiboxers just won’t bother.
That’s easily bottable, and again bots would have an advantage once they are correctly done.
Assume that anything a human can do, a bot can do it. Faster. All you’re doing is, request more time to adapt their bot.
Still, once the bot is adaptable enough, it takes less time to adapt a bot than to adapt content.
What’s more, requesting new player to have same level of performances as vets not really a good idea.
If it’s not solvable, CCP needs to keep with classic open/solo content paying on individual basis. Better than introducing more multi-box, or instanced content. Co-op is anyway only an issue for highsec. In lawless space co-op and trust to some degree is required to get max fun out of it.
Why not try to co-op and converse and team build in hisec before going to low?

Look at how highsec works. In most activities co-op slows you down or exposes you to risks. You can mission together or explore together, but you need to split the rewards in standings and ISK. You can mine together, with fleet support, granted, but not as a fresh player. Co-op with randoms has opportunity costs usually higher than the benefits.

Homefronts are multi-boxed due to the players, not the design. Players seem to rather be anti-social than to group up with friends, which is what the OP is trying to steer us away from. Players would rather spin up and pay $75-100 a month on 5 alts than to “party up” with others.
Seems like Live & Let Live is an old-fashioned notion.
Surely, Forced Socialization is what the original Sanbox designer had in mind.

They are multiboxed because 1.they can, and 2.it’s more interesting to multibox than to try to find other players able to play with you and not prone to drama and not trying to kill you.

A sandbox is just that, a sandbox. In a real sandbox, someone can come over and kickover your sandcastles, just like in EVE. You can try and be antisocial, but you are just opening yourself up to getting picked on. Where if you have friends, it requires more to pick on the group.
Not the best eve player, maybe mediocre at best, but i wouldnt hesitate to fly with some of the folks from here. Irregardless of what they do in game.
Considering almost all of them only play the forum, you might be waiting some time for that fleet up.
