Wrong : Power Diagnostic System II is used to add more power grid. You got plenty of it already.
2.Wrong : you mix passive and active tank. Machariel is better off with active tank , unlike Rattlesnake. So - no extender and no extender rig.
3.Wrong : you are so far from being cap stable, that you will hardly survive even C2. In C3 you must be able to tank over 1000 DPS, if you are using battleship and do every site you can.
4.Wrong : your damage application is very poor. You need modules , that will give your large guns more tracking. With Machariel you actually can drop MWD and use AB, but than you need also range, not only tracking.
5.Wrong : without light drones you will hardly be able to kill small frigate sized sleepers.
Here is what will give you at least chance in most of C3 combat anomalies:
