doubt the right place but how do i apply for the singularity test server?

Newly created accounts and characters on Tranquility will only be available on the test server after a full mirror of the Tranquility database has been completed.
Is there a way of knowing when the next mirror will happen? I have a new character that I want to try out on singularity.
