I can’t complete the scan even though I am in an Astero with max scan skills, I don’t have any implants or rigs for scanning.

What is your probe strength? It needs to be above 104 if I recall correctly.
Given your skill investment I assume you have, but if not try to squeeze the pinpoint formation almost making it a ball (but not a ball). Or run of quickly to buy the AR-802 implant which is cheap for 2% more strength.
104 is enough
Hold Ctrl and drag all the probes closer to each other as you try to pinpoint the location better.
You can squeeze out up to another 20% extra scan strength out of the default probe formation that way if you know exactly where a location is at the cost of covering a smaller area of space.

yeah, with 104 scan strength, I also have to assume his problem lies with the probe formation he is using.
Well, I just posted it here, maybe someone will grab it and thank me genorously, either way, it’s a great reason to build another clone and a better Astero right 
when you get down to last scan scan it, then press shift close up the formation around the sig, by moving eack probe scanner closer to the sig, eventually it will almost be a circle around the sig, that should scan it, otherwise buy some implants.
i think shift also does the same thing.

Why, does it drop a Marshal BPC or something?
With just 104 points, you have to move your probes basically perfectly above the signature and narrow your pinpoint formation so much that they appear on grid with the site.

Yea 104 is tight and the bare minimum for the highest tier scan, but it should be doable.
At 80% however I think a default unmodified probe formation is used.
