Its not my expectations at issue here.
Its the design scheme of EVE not working as intended.
Player NS is the least restricted of all EVE sectors, yet has too little PvP.
HS is the most restricted of all EVE sectors, yet has the most PvP.
This is proof positive that these mechanics are not working.
Sandbox, freedom, human nature. It works.

Explain to me how HS, as the most PvP restricted sector, has more PvP than the least PvP restricted Player NS?

EVE is a PvP game and PvP can happen anywhere at anytime and as soon as you undock.

Intel channels, response fleets, cap umbrella. Those are people response to the NS challenge. People have way less latitude to organise themselves in HS, they play on their own (i don’t blame them) and they can’t preemptively strike the neutrals… Add the higher population density… BOOM

There are more people in high-sec.
That there are more people, does not mean they are PvP oriented.
Or, if we assume your predicate, why are there more PvP players in HS than in Player NS?

There are less people in NS.
It’s completely logical, when you have CODE. agents in your constellation, not Niarja or Uedama, who tells you to be careful? no one. In NS, every time a neutral is spotted somewhere, it’s reported with the name of the pilot and his ship.
Or, more likely, those players there are not PvPing, because they dont have to, due to flawed sector mechanics?

Honestly? I’m mean if I can say this openly… I think it should be the space with the most idiots in it.
I 'd have used the PC expression “easier targets” but it works well with you word too.
Salt has to be poured at a certain rate, it’s an art form.
I tend to agree, but the issue isnt stupidity of individual players, its the coded sector mechanics which define aggression in them.
To paraphrase, HS should be the kindest on idiots, and Player NS the hardest on idiots.
We have no way to measure which sector has more or less idiots, per capita.
