The issue is the gross disparity and backwardness of there being more PvP in HS than in Player NS.

While everything you said is true, it’s both useless and misses the mark.
The wardec system is currently broken (and has been for a long time). CCP has finally been ‘motivated’ to do something about it. Whether they were ‘financially’ motivated or were ‘altruistically’ motivated really doesn’t matter at this point. The facts (as presented by CCP): wardec’s are greatly in favor of the attackers, smaller corps mostly greatly curtail their activities during a wardec, and ‘newer’ players tend to not return to EvE after a wardec (apparently in significant numbers).
Hoping that player behavior will somehow change and that small groups will somehow band together to ‘correct’ this problem would be extremely foolish on CCP’s part. They have decided that something needs to be done as they see this as hurting the overall game. Thinking that anything could be done to even the odds when a 5 man corp is wardec’d by a 500 man corp, is foolish. So CCP’s hand has been forced.
And for all those people projecting this on to ganking, just stop. CCP has said nothing about ganking, if ganking was later discovered to be hurting the game, they may decide to do something about it, but realistically ganking while it may cause a setback, it doesn’t prohibit people from playing the game. I believe CCP still considers targeted ganking against their rules (repeatedly killing one person so as to deny them the ability to play the game over an extended period - but that may have changed), nonetheless, that isn’t what’s happening here.

It means you wanted to be a part of a large Player NS Corp, so you could PvE there, safely, but dont want to defend it.

It also means its stupid there is less PvP in Player NS, than in HS.
Player NS has NO PvP restrictions and the biggest PvE rewards.
HS has the MOST PvP restrictions and the lowest PvE rewards.
This make no sense and is ass-backwards.
