It makes no sense, that HS with most PvP restrictions and least PvE profits, has more PvP than Player NS with no PvP restrictions and greatest PvE rewards.
You are mistaken, large capitals fleets protect sov space from roaming gangs, the lack of NPC station does that you need to put structures to create staging systems. This requires important logistics and reduce the freedom of the roaming gangs. That’s why blops fleets staging in J-space with static null are so popular these days.
I believe you forgot to consider that player density and movement is lower in player NS.
