how do you trade/give items to different characters on the same account ?
or can you play both characters in eve at the same time ?

Not on the same account, no. Options for transferring items include creating a contract for the item(s) between characters or using a corp hangar to exchange items.
In a player built structure (Citadel, Engineering Complex or Refinery) you have another option - the Deliveries hangar. Right click the item you want to trade and select deliver to. Choose the recipient and complete. The other character will be able to retrieve the item from the Delivery hanger in the same structure when they login.
