THE TORCHWOOD INSTITUTE ISSUES STRATEGIC STATEMENT ON STATE SOVEREIGNTY, JITA STEWARDSHIP, AND SYNDICATE OPERATIONS
JITA 4-4 (The Kimotoro Hub) — Following the recent disruptive attacks targeting the Jita jump gates, the Torchwood Institute has finalized its strategic assessment of regional security. While the Institute remains fundamentally committed to the principles of peace, economic cooperation, and open commerce, the tragic loss of Caldari lives necessitates a measured and decisive response. True peace is not passive; it must be actively preserved by those with the strategic resolve to enforce it.
As a primary matter of state security, the Torchwood Institute respectfully urges the Chief Executive Panel (CEP) to reconsider its recent invitation to CONCORD forces within the core of State space. To surrender custody of Jita 4-4 out of reactionary fear is to compromise the very symbol of Caldari industrial supremacy. This station was built by the sweat and merit of State citizens, and it remains our absolute responsibility to steward. The security of our commercial heartland must never be outsourced to external, bureaucratic entities.
This preservation of sovereignty must extend beyond our borders. The lawlessness bleeding out of the Intaki Syndicate—and the potential Gallente elements complicit in their actions—can no longer be tolerated. The Torchwood Institute advises all law-abiding residents of the Intaki region to cooperate fully with State forces as operations commence to dismantle these criminal networks. The public must not mistake organized opportunists for freedom fighters. They are a threat to systemic stability, and the Institute supports their eradication.
In alignment with these objectives, the Institute has formally resumed security enforcement within the active warzone. Our operational policy is clear and unyielding: Caldari Militia personnel will be recognized as vital partners in stability and supported on grid. Conversely, any vessel that compromises State assets, regardless of their alleged flag, will be neutralized as an active threat. Hostile actions against friendly forces will be met with immediate and terminal escalation.
The Torchwood Institute welcomes coordination with fellow Militia corporations and alliances who share this vision of a secure and self-reliant State. Shared operations may be coordinated directly through the office of Admiral Talaris EveningStar.
