Oh, I’m not the OP. I’ve just found this thread and thought it was a good idea.
Obvious you are not him but you’ve replied to the discussion and I’ve addressed a part of your post, which could be further discussed by anyone who visits the thread. That is how discussions work as far as I know. 
Socialism doesn’t work
UBI was supported by Hayek and Friedman. They were far from socialism as I remember. Some people say it is a progressive idea… But I wish this discussion here (as the topic seems to not be already tackled before) will rather discuss the merits - what is possible, what is not and what benefits it provides to the game, and players instead of calling names and giving labels.

If anything there should be docking fees for all ships.

Easy or otherwise it’s completely pointless.
Since this game doesn’t have a ‘cost of living’, then this is entirely unnecessary.
