The CONCORD ship line already exists with the Pacifier, Enforcer and Marshal.
All of them fit in a covert fleet with the first being a covert scanning frigate, the second a covert recon cruiser and the last a black ops battleship.
With this in mind a CONCORD destroyer with covert bonus is not a bad idea at all!
I’m just not convinced a tactical destroyer is a good fit. And I am convinced a tactical destroyer with a ‘covert’ mode makes no sense because unlike the fitting choice of a covert subsystem of a strategic cruiser which allows usage of a covert cloak, a tactical destroyer is supposed to be using all of it’s modes while in space so it would be strange to tie usage of one of your modules to one of these modes. Do the other modes simply disable your cloak? Would this not mean that the mode is nothing but a ‘press this button too if you wish to cloak’?
That doesn’t sound very special and tactical to me. All of my covert ships have a button like that already which is the cloak.
An EWAR mode could be interesting!
A ‘fleet support’ mode raises some questions. What kind of support are you thinking about? Command bursts? Remote repairs? Remote cap transfers? What is the point of the T3D tactical modes if you have to fit it with those modules and then cannot swap away to EWAR mode because your ship fit is in logi configuration?
T3D modes need to be bonuses that you can switch between while flying, but should not force you to pick a certain fit to use that particular mode, because that defeats the purpose of T3D mode switching.
I think it’s better to look at existing T3D modes and build upon the usual offense/defense/speed modes which work for a variety of fits.
You could then swap EWAR for the offensive mode or the defensive one, or add some EWAR bonuses to one of them.
I do however feel like a covert T3D is a bit overloaded and combines too many strengths in one ship.
Mode switching is one gimmick, covert cloaks another. Ships generally don’t have multiple gimmicks like that unless they’re rare AT ships (and thus overpowered on purpose).
A more balanced approach would be to pick one or the other.
So either you get a CONCORD destroyer with the usual omni resists and flexibility of being able to use all small weapon types, which also can use a covert cloak.

As the CONCORD ship line already is heavy on cloaks, I prefer the first option.
No new ships until I get a Corellian YT-1300 freighter.
What I was thinking when I said covert ops mode was that it would give you something similar to and including: a 300% bonus to speed while cloaked and have a smaller signature radius (when you are not cloaked); the electronic warfare mode could make it have bonuses similar to an EWAR frigate, and the fleet support mode would have bonuses for remote capacitor boost, remote target range, and command bursts (range and cycle duration for example). but it could fit any or all of them at any no matter the mode, just not as effectively.
And then they should name it ‘Sundew’.

I grow plants. A lot of them. Botanical names are a real rarity to come across in EVE. Pretty sure I’m one of only a handful of people in EVE (if not the only one besides yourself) who knows what your name means.
Maybe a Faction “Orca” then? ORE Narwhale. Give it mining and drone mining bonuses, different command bonuses and compression.
